Licence or Fine? Marondera Council Introduces Bicycle Registration Fee

The Municipality of Marondera’s decision to introduce a US$5 annual bicycle licence fee has sparked widespread debate on social media.

Interestingly, a similar regulation has been in place in Harare since 2016, though it has largely gone unenforced.

In a statement issued yesterday, Marondera authorities confirmed the introduction of the new fee, emphasizing the legal obligation for cyclists to comply.

“The Municipality of Marondera informs all bicycle owners and cyclists that they are required to pay an annual bicycle licence fee of US$5. Operating an unlicensed bicycle within the municipal jurisdiction is an offence,” the statement read.

The municipality urged cyclists to register their bicycles to avoid penalties, adding that failure to comply could result in fines based on the approved budget rates.

Harare’s by-laws outline similar requirements, stating that no bicycle can be used on municipal roads without a valid licence. The licence is renewable annually, expiring on December 31 of the year of issuance.

Internationally, some cities have implemented bicycle registration or taxation systems. In Denmark, certain municipalities impose fees on high-end electric bicycles. Germany has introduced registration fees for e-bikes in some cities to support infrastructure and maintenance.

Meanwhile, Switzerland recently announced that it is considering a nationwide cycling tax, which could be implemented through an annual fee, a digital or physical vignette, or a levy added to bicycle purchases.

Marondera’s move has reignited discussions on whether bicycle licence fees are necessary and how effectively they can be enforced.
