City Executives Rake in Millions as Harare’s Roads Rot

Harare Mayor Jacob Mafume

Harare Mayor Jacob Mafume has disclosed that senior executives at the City Council are raking in a staggering US$6 million annually, with an additional US$1 million splurged on luxury vehicles.

Mafume reports that the town clerk earns an impressive US$27,000 per month, while the lowest-ranked director still receives a substantial US$15,000 salary.

Collectively, the top officials’ wages amount to around US$500,000 each month an expense that stands in stark contrast to the city’s deteriorating service delivery.

During his presentation to the Commission of Inquiry investigating Harare’s municipal affairs, Mafume suggested that these high salaries have been kept under wraps.

He revealed that the only occasion he was granted access to the payroll was when the acting human resources manager, following a directive from the town clerk, permitted him to review the salary records.

In a dramatic turn of events, the mayor found himself in legal trouble after being convicted of violating Section 13 of the Commissions of Inquiry Act for providing false testimony under oath. They fined him US$300 as a result.
